Cowboy Picture

I found a cool looking old cowboy painting....
Can't decide if it was never completed.... but it is framed in an older frame
The artist even dated it..... what do you think???? was it never finished

Or is it considered complete?????
Don't you wish some of these treasures could tell their story....
